We advance sustainable road building through the carbon market

ClimatePave develops the carbon methodologies and project finance that make cold recycling the commercially viable choice for road rehabilitation. We turn the lower emissions of cold recycling into verified, tradeable assets that fund adoption at scale.

It started with one pickup truck in 1979

Harold Green was nineteen years old when he bought his first pickup truck and started paving roads in the Northeast. Over the following decades he built Chamberlain Contractors into a regional paving business and learned the industry from the inside.

He also learned what was structurally wrong with it.

Hot mix asphalt required removing old road material, hauling in virgin aggregate, heating everything to 300°F at the plant, and trucking it back to site while still hot.

Every project burned more fuel than it had to. Every project generated waste that had to be stored or dumped. The system was self-reinforcing because equipment, contracts, and standards were all built around hot mix.

Harold went looking for the science. He partnered with the Build America Center at the University of Maryland, working with Dr. Qingbin Cui to develop the first methodology that quantified the emissions savings of cold recycling under rigorous, registry-grade conditions.

That research became VM0039, the first carbon methodology in road transportation. It made the engineering case for cold recycling financially viable by turning the verified emissions avoidance into tradeable carbon credits. Roads became a perpetually recyclable public asset with circularity built in.

Our story began on the roads of America

Built on decades of asphalt and paving expertise, we are redefining how roads are designed, built, and maintained for a lower carbon future. We turn proven engineering into cleaner infrastructure solutions that can be deployed at scale today.

We are helping rebuild the world's roads with a smaller carbon footprint. By re-engineering materials and construction processes, we directly address emissions from the built environment where they are created.

We work alongside leading innovators, agencies, and builders to deliver cleaner, high performance roads without compromising durability or safety. Through end to end services, we help move new technologies from pilot to widespread use, reducing risk, removing barriers, and accelerating adoption.

We are building the foundation for clean road infrastructure and the path to a net zero future.

What ClimatePave is built on

Six commitments that shape how the methodology, the credits, and the contractor network are built.

Integrity is Strength

Carbon claims only hold up under scrutiny. Every credit issued under VM0039 traces back to verified field data, third-party audits, and a registry record. The work is built to withstand institutional review.

Contractors First

The contractor network is the engine of adoption. ClimatePave supports the regional pioneers operating this equipment and builds demand by connecting them with cities, communities, and corporate buyers who want to build sustainably.

Robust Science

The science behind cold recycling has been validated for decades. ClimatePave operates the methodology with active third-party auditing, conservative baselines, and regular updates as field data accumulates.

Value in Embodied Carbon

Roads carry embodied carbon that traditional accounting leaves out. ClimatePave helps municipalities recognize that asset, build more capital-efficient infrastructure, and unlock local material reuse for local benefit.

Embedding Circularity

Cold recycling is designed to be repeated. The same road can be recycled again and again, with materials staying in place. Setting infrastructure up for that long-term loop is a deliberate design choice.

Transitional Finance

Carbon credits are the bridge. The work funds equipment, training, and procurement specs that build cold recycling into standard tooling. As adoption compounds, the practice becomes a standard line item rather than a project that needs a champion.
