Qingbin Cui

Dr. Cui, a professor of Civil and Environmental Engineering at the University of Maryland, has over 20 years of industry and research experience in highway maintenance, environmental impact analysis, and best practice development. He was a member of the USDOE expert panel on energy performance contracting. He has published more than 120 peer-reviewed articles and worked with state and county governments as well as international organizations on energy related studies. Dr. Cui led the research effort on the methodology development of emission benchmarks on highway projects under the Verified Carbon Standard (VCS) program. He is also a technical consultant to U.S. DOT for the P3 Capacity-Building Program.
