What this covers
A methodology is a public rulebook. It defines how the world measures the carbon benefit of a specific technology or process. It specifies the baseline, the additionality test, the quantification formula, and the evidence that every project must produce.
Once a methodology is approved by a registry, it becomes permanently available to the sector. Any project, anywhere, can use it. Any contractor can apply it. This is how a single validated technology becomes a global standard for carbon accounting.
Methodology development is the most complex and highest-value service we offer. It requires deep technical knowledge of the pavement process, rigorous carbon accounting, and the ability to navigate multi-year registry review processes.
What a methodology contains
Baseline scenario
The incumbent method: what would happen without the technology. Defined with data, not assumptions. This is what every project measures against.
Additionality test
Evidence that the technology would not be adopted at scale without carbon finance. Regulatory, financial, and barrier analyses.
Quantification formulae
The math. Emission factors, activity data requirements, and calculation procedures that convert construction data into verified carbon units.
MRV architecture
What is measured, by whom, with what equipment, at what frequency. The monitoring, reporting, and verification framework every project follows.

Our track record
We authored VM0039: Methodology for Use of Foam Stabilized Base and Emulsion Asphalt Mixtures in Pavement Application. Registered with Verra in 2019. Co-developed with the University of Maryland and the Build America Center. The first transport-specific carbon crediting methodology.
Currently under major revision to expand scope and incorporate updated emission factors.
